Abstract
이 글은 한국전쟁 전후 민간인 집단학살 유해 발굴의 역사적 과정과 그 상징적 의미에 대해 고찰한 것이다. 한국전쟁을 전후하여 많은 민간인들이 무고하게 학살되었고, 2005년 설립된 진실화해위원회는 이 사건을 조사하여 국가공권력의 남용으로 민간인들이 억울하게 희생되었다는 사실을 규명하였다. 하지만 아직까지 희생되었던 대다수 이들의 유해는 발굴되지 않고 있고, 다만 미약하게나마 희생자들에 대한 유해 발굴은 1960년부터 시작하여 오늘에 이르기까지 간헐적으로 진행되어온 것이 사실이다. 유해 발굴은 고고학과 체질인류학, 법의학적 기술을 동원하여 단순히 ‘땅속에 묻혀있던 진실’을 세상 밖으로 끄집어내는 것 이상의 의미를 포함하면서, 한 사회의 기억과 기념 정치의 상징성을 보여줄 수 있는 중요한 표상이라고 볼 수 있다. 한국에서 민간인 집단학살 유해 발굴은 초기 ‘장의’적 측면이 강조되던 측면에서 점차 보편적 인권과 사건을 기념하기 위한 ‘사회적 기념’의 방향으로 전환되었다. 이것은 비정상적 죽음이라 칭할 수 있는 민간인 피학살자의 죽음을 개별 가족 내에 위치시키는 것이 아니라 좀 더 확장된 사회적 범주로 인식한다는 것이다.

This article is to study about the historical process and symbolic meaning in the exhumation of civilian massacres around Korean war. Many innocent civilians were massacred in Korea war, and Truth and Reconciliation Commission Korea(TRCK), founded in 2005, confirmed that many civilians were massacred by state violence. For nearly 60 years, few measures were taken on a national level to reveal the truth and rectify the damages suffered by victims of massacres from war period. The exhumation, which to mobilize the constitution anthropology, archeology, forensic technology, is very important because it reveals the truth buried in the ground. Also the exhumation can be seen an important symbol to show the symbolism of memory and commemoration politics of a society. In Korea, the first exhumation was initiated at the civilian level, when the bereaved families in the North and South Gyeongsang Provinces formed the “National Association of Victims’ Families” after the citizen upheaval of April 19, 1960. Although the exhumation of the victims have conducted by the victims’ family since 1960, majority remains of the victims have not been excavated yet. In 2006, TRCK began exhumations on a national level. In Korea, although the initial exhumations focused on the funeral, gradually it has been transformed in the direction of “social commemoration” in terms of human rights and peace. It means that the death of civilians is placing extended social categories rather than placing family.
