The french Monarchomach triumvirs, Francois Hotman, Duplessis-Mornay, Theodore de Beze, appeared after the massacre of St Bartholomew; but their polemical orientation had been prepared by the precedent steps. Their treaties have common characters: popular sovereignty, important duty of the General Estates, theory of the contract and the conditional obeisance. The doctrines, stemmed by antique and medieval political ideas, became for the first time in European history, a compact and coherent ‘ideology’.
In spite of the political originality, monarchomachs were not the democrats before the letter. When they refered the people, it didn’t mean the people-mass with the public power, but the elective minority in the society of orders, precisely the nobles. If there is a new factor in their theory, it would be the question of who may resist to the tyrant, and the question of the sovereignty of the state, separated from the person prince-sovereign.

Les Monarchomaques francais, voire Francois Hotman, Duplessis-Mornay, Theodore de Beze, ont apparu au lendemain de la Saint-Barthelemy; mais leur orientation polemique a ete preparee par des etapes anterieures. Leurs traites ont des caracteres communs: la souverainete du peuple, l’importance du role des Etats generaux, theorie du contrat et de l’obeissance conditionnelle. Ces doctrines ont des antecedents antiques et medievaux. Mais cette theorie politique est devenu pour la premiere fois dans l’histoire europeenne, une ideologie compacte et coherente.
Malgre leur originalite politique, les monarchomaques n’etaient pas les democrates avant le lettre. Quand ils parlent du peuple, il ne s’agit pas du peuple-masse du caractere public, mais de la minorite elues dans la societe d’ordres, voire la noblesse. S’il existe une nouveaute dans la theorie de ces monarchomaques, il s’agit de preciser qui peut reellement resister au tyran, et de faire le premier pas pour la notion de souverainete d’un Etat, separee du princesouverain.
