초록

The region of Preamuriye was separated from the East Siberia in 1884, and the Far East region of Russia became an independent political and administrative entity. And Russia's pioneering in the Far East region continued much more aggressively.
One of the more important persons in the history of Russia's policy regarding the Far East region was the General-governor of Preamuriye, P.F. Unterberger. From 1905 through 1910, the topic Unterberger was most interested in and which occupied a big portion of his Far East policy was the issue of Joseon emigrants. When Japan made Joseon its protectorate after the Russian-Japanese war, the Joseon people's emigration to the Far East region increased in an explosive fashion. Responding to that, Unterberger initiated a policy of banning the Joseon population's emigration to the region and relocating Russians to the region instead, reasoning that as the mass of land owned by the Joseon people increased the mass of land which could be owned by the Russians was being diminished, and that the relationship between the Joseon population and the Russian population was not that well going on. His policy of banning the Joseon people's emigration to the region was practically based upon fear of the so-called 'yellow peril'(the fear that the yellow race might overwhelm the Western civilization established by the white race), and showed the most harsh qualities than that of any other General-governors whoever served in Preamuriye.
Under his administration, the former policy regarding the Joseon emigrants which had been fairly generous was totally reversed. First the rights of the Joseon emigrants were redefined, and even the Joseon people who obtained the Russian nationality were prohibited from renting national lands. And Joseon people who did not have the Russian nationality were banned from renting even tenancy land. Mines, national corporations and public enterprises were not allowed to hire Joseon laborers, and stricter regulations regarding the issuing of certified passes through Russian territory were established. Unterberger's policy of banning Josoon emigration was the most harsh one, and as a result of such policy, the regional bases for the Joseon liberation movement all moved to the Manchurian area after the 1910s.
Unterberger's policy of banning Joseon emigration became a model for the policy of forceful relocation of the Joseon population which continued during the time period of 1941-1945(which was the Soviet period), and also served as a background ideology for that policy.
