The purpose of this article is to analyze political factors which enable bureaucrats to resist civil service reforms initiated by political leaders in South Korea. Since democratization every administration has attempted to reform bureaucratic organizations. which had been over-developed with the fast economic development administered by the state. However, such attempts ended without success. Among others, this article argues that such failure is attributed by 'political capital' of bureaucrats, which also reflects the weakness of political mechanism for controlling bureaucrats. This article suggests four factors in this regard. Firstly, the politicization of bureaucracy makes high ranking officials keen on building personal relationship with politicians. The practice that a president often appoints ministers from through the ladder of bureaucracy helps politicize bureaucrats. The second factor is related to the weakness of their own policy-making capabilities of political parties. Before democratization political parties were the centre of struggle against authoritarian regimes, which lacks expertise and experiences in regard to specific policy-making. This, in turn, inevitably makes political parties heavily rely on bureaucracy. Thirdly, electoral cycles also make impacts on failure of reforms. As legislative elections in the midst of presidential tenure often carry considerable political significance to an incumbent president, he has to seek a compromise by watering down the intensity and speed of reforms to embrace bureaucrats. The last one is short terms of office taken by ministers. A short term of office will highlights amateurism of many ministers in comparison with bureaucrats, which makes political control over them difficult.
