This paper examines the process of returning to North Korea of Koreans residing in Japan based on "an agreement on return to North Korea".
The work of returning to North Korea was based on "an agreement on return to North Korea"(August 13th, 1959), "a statement of mutual agreement" and "a conference document" (February 5th, 1971).
The return to North Korea of Koreans residing in Japan has continued "during there is a person who desire to return to North Korea", because of their historical situations, the desire of returning, and to meet their family who has return before them again. Finally, the number of returned to North Korea have totaled 93,340 for 22years(1959-1984).
Their purpose of returning is out of discrimination and poverty in Japan, but they have known the truth there is no paradise in North Korea. through the people returned formerly. On the other side, they can visit to their family live in North Korea comparatively from the latter of 1970.
Consequently, the 80% of them who has returned are in 2years(December 1959-1961), and their desire and the number of returning has decreased. In the end, the group-return to North Korea has finished in 1984 lastly.
