Fuel tax subsidy based on motor fuel tax, which is a local tax, is distributed local cities through simple share method by the central government. In this process, the difference between collected income by motor fuel tax and distributed share is generated. This leads to deficiency of financial resource for fuel tax subsidy in some cities, which does not match the purpose of local tax system.
This study examines the disparities of fuel tax subsidies by metropolitan cities nationwide through detail analysis of fuel consumption by vehicle types. The result shows that there are severe disparities of fuel tax subsidies for every type of vehicles through 16 metropolitan cities and provinces. Fuel consumption in a region is proven to be somewhat correlated to the amount of fuel tax subsidy distributed but it is confirmed to be not precisely matched. This is because the region where fuels are bought and the region where asks for fuel tax subsidy are different. Furthermore a problem comes from regional unit system for fuel tax subsidy which involves metropolitan cities and its adjacent cities.
This study examines various methods to overcome these problems and suggest a motor fuel tax distribution model which considers fuel consumption and registered vehicle numbers at the same time. This new method shows more rational distribution results and is expected to be used as a base study to enhance the management of fuel tax subsidy and the income distribution of motor fuel tax.
