The purpose of this study is to assess the results of the operations of local government finance since local election of 1995 in Korea and to find the desirable role of city mayors.
For these purposes, trend analysis(1987-1999) is carried out with two folds, ① size and structure of local revenues, ② size and changes of local expenditures by functional and lineitem classifications, and case-studies are applied on the behaviors of citizen-elected chief executives and operations of local government financial systems.
As the results of the analyses, the third characteristics of local financial changes are found. First, the portions of non-tax revenues and local debt are continuously increased on the metropolitan and city governments. Second, the ratios of the social development expenditures is rapidly increased on the metropolitan and city governments since 1977 and general administration expenditures are fluctuated by the transfers to the NGO or private. Third, the behaviors and operations of the local finance systems are disappointing to us from the abuses and misuses of local budget and overlapped investments etc.
The role of the city mayors for the efficient and effective management of local finance is the rational policy-makers and administrators, the cooperative and open-minded politicians and the proactive and innovative entrepreneurs.
