Under the WTO Agreement, International agricultural trade were determined on the basis of either minimum or maximum agricultural market access. With the launching New round negotiation in 2001, Agricultural Negotiations has contributed to the creation of new market access opportunities and some expansion in agricultural trade.
The Agricultural Negotiations under the DDA encompass Three Key Area: Market Access, Domestic Support and Export Competition. Agricultural negotiations key is 1) a tariffs cut of top band for developed countries is 70% 2) a number of tariff cut of top band for developed countries is 70% 3) a number of "sensitive products" for developed countries are no more than 4% plus 2% with payment, together with expansion of TRQ by 4% of domestic consumption. 4) a number of "special products" for developing countries are 12% of tariff lines(10-18%) with "zero" cut 5% (0-6%). 5) SSM trigger 140% of base import and maximum number would be 2.5% in any year tariff lines above current bound rates. 6) SSG for developed countries would be eliminated by 1% and above over 7 years. 7) OTDS reduction.
This paper review the key issue in the 4th modality in WTO/DDA Agricultural Negotiation and present future prospects of negotiation. In Conclusion, Strong political mechanism is a vital to finalize the WTO/DDA agricultural negotiations successfully. But Crisis in multilateral trading system is inevitable if an agreement is not reached in near future. As always, multilateral trade negotiations haven't failed yet, it is a matter of time.
