Taking advantage of more open borders and modern telecommu nications technology, international drug-trafficking organizations are sophisticated and flexible in their operations. Drug-trafficking organizations have extensive networks of suppliers and front companies and businesses to facilitate narcotics smuggling and laundering of illicit proceeds.
In this connection, it is now necessary to throw fuller play to the ability to cope systematically and efficiently with drug-related crimes than at any other time. Recent efforts to decrease the number of drug crimes have focused on drug interdiction, arrest, mandatory sentencing, prosecution, and incarceration. Like many complex systems, the criminal justice system can sometimes seem to be a cluster of agencies acting independently, each with its own set of goals and objectives and each sometimes working at cross-purposes with the others. The drug investigation system is also a complex network of many agencies and disciplines, striving to build on its strengths to create a cohesive system. The importance of effective drug control legislation and national demand reduction policies to reducing drug trafficking and illicit use of drugs, together with its associated consequences, in accordance with the international drug control regime.
To cope with these phenomenon, national and international information systems of law enforcement agencies are necessary. On the other hand, in order to pursue effective implementation of fundamental policy measures, legal and systematic devices should be further explored and thus established, while any problems in existing laws and systems must be actively solved and improved.
Also, enhanced cooperation for exchange of information and mutual assistance with governmental agencies concerned should be actively sought.
From this perspective, it is necessary not only to make an accurate analysis of the realities and trends of the occurrence of drug crimes to cope efficiently with them but to consider and formulate the legal and institutional scheme that can come into fruition. Therefore, this study was intended to improve the problems in the information systems and institution to cope drug crimes to enhance the solution to problems in drug investigation and its efficiency.
To attain this purpose, this study attempted to present the formulation of the theoretical concept of cooperative investigation, emphasis on its need, the analysis of the realities of cooperative investigation in each agency and the scheme for its development to supplement and improve the problems drawn from the realties of the investigative system and activity of drug crimes. To improve the problem in the investigation of drug crimes and achieve its effective outcome, its improvement and development plan should include the preservation of legal and institutional activity conditions, the supplementation of the crime information system, the reorganization of the cooperative investigation agency and the like.
