From the late 1940s until the early 1950s, the beginning period of the Republic of Korea, the authorities committed genocide on some people because they had different ideological tendencies to those of the Korean Government. Shortly before the Korean War, the Government organized the National Security and Directive League to convert the ideologies of the leftist organizations’ executives and members to anti-communists. However, as the war began in 1950 it concluded that they would follow the so-called “enemies”(the North Korean army), and ruthlessly massacred them.
The purpose of this study is to investigate the characteristics and the organization processes of security and directive leagues affiliated to the National Council of Chosun Labor Union and other leagues in Busan. The study also focuses on investigating how and by whom the union and league members were slaughtered. Before doing this, the study has identified how the Council’s organizations were formed and how they served, and examined the relationship between these organizations with the leagues.
As soon as the Republic of Korea was established in 1948, large-scale labor unions in Busan, such as Korea Shipbuilding and Engineering Corporation, were de-legalized and were designated as leftist organizations, resulting in their dissolution. Since Korea’s liberation in 1945, the Government formed the National Security and Directive League. This is an official association organized to convert members of labor unions affiliated to the National Council of Chosun Labor Union as well as members of leftist parties and other public groups, to “Republic of Korea’s public” and “loyal anti-communists.” However, as soon as the war the Government judged that the directive league members would ally themselves with the North Korean Government and army, putting them into preventive custody and slaughtering them systematically by using the military and the police forces. Nevertheless, the majority of directive league members of Korea Shipbuilding and Engineering Corporation were administered by the navy and the water police and survived the massacre. The bereaved families of the massacre victims are still suffering from the trauma of the slaughter.
