This study aims to the comparative and empirical analysis of urban decline decision for New Town project. In order to achieve the aims of this study, urban decline index and social impact assessment(SIA) elements were analysed. Those were reclassified into 4 sections - population·society·community, economy·industry, residential environment and residents’ response according to the project. For the empirical analysis, the method of residents’ interview and survey was performed in order to verify the statistics result. This study focused on Changshin-dong area, the mixed area-residence and sewing industry- and the naturally aged society with livable community activities. Redevelopment project for existing urban area such as New Town should be considered residents’ opinions and regional characteristics. In particular, the qualitative access which maintains and intensifies the competitiveness of local industry and residential environment is more critical rather than the quantitative access for the decision of the redevelopment project in Changshin-dong.
