Possibility of Mega-disaster, such as massive typhoon, earthquake and tsunami, has continued to increase along with global warming and climate changes. The rapid overpopulation and urbanization of metropolitan give rise of disaster’s damage to a catastrophic level. Although the size of disaster tends to increase, Korean government usually has been implemented passive policies to prevent disaster. If the Mega-disaster occurs without considerable prediction, it is hard to estimate how much the damage result in. Also, the statistics data of the United States Department of Homeland Security (DHS) reveals that prevention expenditures of US are generally higher than rehabilitating expenditure. The disaster computer simulations have been developed with considering its preventive treatment objects predicting possible scenarios. Disaster simulation can expedite to make emergency plans for evacuees, and estimate the amount of damages of the main infrastructure and facilities (e.g., a nuclear power plant, high-rise buildings). Seoul National University and University of Michigan are having a collaborative research project about developing new generation disaster simulation program, distributed disaster simulation, which is integrated from other independent programs to improve the single simulator’s disadvantages. Distributed disaster simulation approaching could reinforce the single program via integrating a new distributed simulation platform. The platform could indicate the possibility of future disaster prevention of the buildings and switch a system that is proper for new emergent situations. Social cost from disaster prediction and rehabilitation are increasing alongside with massive encountered possible disasters. International communities are cooperating with sharing various technologies and investments to prevent its damages as well as decrease its efforts. For Korean government, it is inevitable to change its policy making paradigm from restoration to prevention. Also, consistent research and development are necessary to improve technological competitiveness edge about disaster prevention.
