This study researches critically to arguments about personnel administration in the latter Koryo. The personnel administration was consist of the processes of the selection of Jeongbang, the decision of King, the proclamation of personnel document, the issue of appointment certificate, the enforcement of Seogyeong, the issue of Sacheop.
In the latter Koryo, Jeongbang selected the officials, and the object of selection was all of civil branch and military branch. The personnel document was written by the selection proclaimed through the decision of King.
The regular personnel administration carried out on June and December, then this was based on length of their service and assessment of merits and demerits. The regular personnel administration represented personnel administration in the latter Koryo too.
The officials received the appointment certificates, which were called Gwangyo or Gyocheop. The officials who were above fifth rank received Gwangyo, and the ones who were below sixth rank got Gyocheop.
The personnel document was also called Bi-Pan, which means the decision of King about the personnel appointment. The division of Bi and Pan was different from civil branch and military branch. The civil branch was separated between Chamsanggwan and Chamhagwan, and the military branch was separated between third rank and fourth rank. Bi-Pan didn’t mean direct appointment of King, and also didn’t show the procedure of appointment.
Every officials which from first rank to ninth rank received Seogyeong in the former and latter Koryo. Therefore the issue of Sacheop was not a newly established system in the latter Koryo.
