The purpose of this study was to interpret public sports clubs that are led by public institutions and operated by utilizing autonomous interactions between players and organizations from the perspective of cooperative leisure governance and to identify the potential and limitations of the cooperative governance of public sports clubs. First, while public sports clubs can become the opportunity for a new potential of the cooperation of participating subjects and the delivery of leisure services through sports, they were found to be perceived as having limitations due to authority and interests in the process of balancing cooperation and conflicts. In addition, although public sports clubs have the potential as an altemative to effectively respond to the failures of markets or countries, their autonomous continuance was perceived to have limitations. Second, because of the lack of expertise in decision makers within sports clubs and the absence of communication, difficulties in the establishment of governance were expected. In addition, the respondents did not agree on the opinion that public sports clubs would become a system that produces talent or a stable system. Third, although public sports clubs can experct synergy effects in their operating process as various parties work together, the respondents did not perceive that partnership and power distribution would be realized as planned. Moreover, they were revealed to perceive that the acquisition of sports facilities that can be operated independently by sports clubs or their joint utilization is impossible institutionally.
