초록
대형 재난사고가 연이어 발생하면서 재난상황 대응에 대한 국민들의 관심이 고조되고 있다. 하지만 현재 정부가 실시하는 국민동원훈련 방식의 ‘재난 대비훈련’은 형식적이며 비효율적이어서 재난상황에 직면하는 국민들이 스스로 자신들의 안전을 지키는데 도움이 되지 못하고 있는 실정이다. 따라서 본 연구에서는 현재 실시되는 ‘재난 대비훈련’의 한계 및 문제점을 분석하고, 국민들에게 실질적으로 도움이 되는 ‘재난 대비훈련’ 서비스디자인 개선안을 제시하고자 하였다. 이를 위해 우선 설문조사를 통해 ‘재난 대비훈련’에 대한 이해관계자들의 요구조건을 도출하였고, E3 Value 분류체계, 상황기반 행위모델링, 그리고 계층적 가치 맵을 이용하여 ‘재난 대비훈련’ 서비스 수혜자에게 제공하고자 하는 핵심가치 및 구체적인 행위에 대한 디자인 요소를 추출하였다. 이러한 프로세스를 통해 본 연구에서는 정부와 민간단체를 연계하여 ‘재난 대비훈련’의 효율성을 높이는 ‘재난 대비훈련도우미 서비스’를 디자인하였다. 재난대응에 경험이 많은 퇴직 소방관, 경찰 등 유휴 인력을 활용하여 ‘재난대비훈련도우미’를 구성하고, 관공서, 공공 기관 및 단체등을 대상으로 실효성 있는 ‘재난 대비훈련’을 지원하게 하는 서비스디자인 개선안을 제시하였다. 또한 민간영역에 대한 ‘재난 대비훈련도우미’ 서비스디자인에는 보험사를 참여시키는 개선안을 제시하였다.
As a series of huge disasters occur consecutively, people’s awareness to respond to a disastrous situation has now been raised. Still, the ‘disaster preparedness training’ under the method of mobilization training exercises operated by the government is formal and inefficient, and therefore it has not been a great help to protect those who face a disastrous situation. This research is conducted in order to analyze the current limits and problems of the ‘disaster preparedness training’ and to present the service design proposal of ‘disaster preparedness training’ which expected to become a practical help to the people. Through the survey, we deducted the stakeholders’ specific needs to the ‘disaster preparedness training’ and extracted the design elements of the disaster preparedness training’s core values and concrete actions that will be provided to the service beneficiaries using E3 Value classification system, Context-based Activity Modeling, and Hierarchical Value Map. Through this process, the research has designed a guide service of the ‘disaster preparedness training’ to improve the efficiency of the ‘disaster preparedness training’, linking the government and private organizations. The disaster preparedness training guide is consisted by the idle manpower, particularly retired firefighters, and policemen who have abundant expertise in dealing disasters. Also, the research has suggested a service design proposal to support efficient ‘disaster preparedness training’ for the government offices, public institutions and entities. In addition, the research suggested a proposal to engage insurance companies in to the service design of the disaster preparedness training guide.
