This paper sought to find out the policy measures through case analysis of Kukkiwon - mecca of taekwondo people - becoming corporation with special status as part of measures for promotion of taekwondo, the country’s traditional martial arts. For this, the study conducted analysis of general policy formation process as well as specific policy formation process in Kukkiwon – MOCST (the Ministry of Culture, Sports and Tourism) situation in an effort to generalize logic of such policies.
This study is an attempt to recognize and understand conflict between Kukkiwon and MOCST as one among Kukkiwon, the government and taekwondo organizations, and sought to conduct detailed and in-depth analysis in the aspect of policy beyond normal prescriptive discussion - just remaining in the normative level for the present. For this purpose, this study limited its scope to Eom Un-kyu, Lee Seung-wan, legal corporation Kang Won-sik (2008.6.26 - 2010.6.11) and adopted case study as its methodology for its analysis. Case study, which is an empirical research method using multilateral sources of data for its analysis, can be a useful means for researchers to derive results to identify unique characteristics of social objects as their research target. So, this method was considered as an appropriate one for this study.
And the study drew following conclusions in the process of Kukkiwon becoming of corporation with special status First, policy formation process was made through complicated process rather than unilinear one. Second, formation structure of legal corporation was based on friendly relations between MOCST, incorporated foundations and legal corporations of Kukkiwon, and its policy was designed and implemented accordingly. Third, there was increase of influences of taekwondo leaders in the process of policy formation process. Through these findings, the study could confirm that policy was the outcome of important political interactions by means of adjustment and negotiations among policy makers, rather than a reasonable decision. Taking this into account, the study suggested proper allocation between each ministry and department as well as systemization in the process of policy-making of taekwondo.
