The world economic crisis started from late year of 2008 has done a great deal of damageㄴ to most of economically developed countries including the EU and the USA. Numerous European countries have some financial problems and difficulties caused by national debts that many economists and experts think to be resulted from the excessive welfare system. Among those European countries Spain and Italy are the typical representative welfare states of Southern European Model. This paper compares the relativeness between welfare system and economic crisis according to the method called time-series analysis. Spain and Italy have common aspects of welfare system in which are operated by the informal path, inefficient and expensive social costs, large black economy, high structural unemployment, and so on. However their welfare system is still stable to maintain and manage it even though they have suffered from great national deficit finance. This paper seeks answers for why and how to administrate their welfare system, and is also analyzed of the recent changed aspects of their welfare policies caused by the world economic crisis. In addition, it will be mentioned about a comparative meaning for korean situations and policies on welfare system.
