Examined in this article is a multi-layered nature of the communication process between Goryeo and Khitan in the 11<SUP>th</SUP> century. The role and meaning of the Khitan Eastern Capital(東京) in that context -as it seems to have served as sort of a relayer in a three-tiered system- is also examined here.
Goryeo and Khitan had a complicated relationship, but were nonetheless able to maintain a stable diplomatic relation for almost a century, without battling each other in major conflicts. Efforts to commune with each other at various levels through diplomatic entities seem to have contributed to that success, as governmental offices located along the border contacted each other regularly to discuss and resolve issues cropping up between the two dynasties. The Goryeo government and the Khitan Eastern Capital(東京) exchanged annual emissaries every year, to exchange communiques and coordinate efforts as that would have helped them deal with specific issues at hand. The monarchs of both countries also exchanged congratulatory delegates to celebrate each other’s birthdays.
The structure of communication between Goryeo and Khitan can also be seen from the international order itself, which engulfed not only Khitan and Goryeo but Sung and Seoha as well. Several players were operating in East Asia at the time, and pity arguments could always escalate into full scale conflicts. Yet all the dynasties involved maintained a channel and procedure (at many levels) to manage crises and oftentimes resolved issues before it was too late.
