The purpose of this study is to evaluate the operational performance of Gyeonggi–Do Energy Center and to provide the basic data necessary for the selection of its administrator. It also aims to explore the strategy for Gyeonggi–Do Energy Center corresponding to the changing environment of energy policy. A comprehensive evaluation model which covers organizational and human resources management as well as major projects was established and various stakeholders’ opinions were consulted for evaluation.
The Center"s quantitative performance shows that the target achievement rate is 125% in 2016 and 90% in 2017, and the budget execution rate is 78% in 2016 and 93% in 2017. The ultimate goal of the energy center is to contribute to the realization of Gyeonggi-Do’s energy vision by spreading the vision, strengthening citizen capacity and promoting private energy investment. In light of the purpose of establishing the Center, its overall performance was evaluated to have little success. Performance indicators are input and process-oriented and simple executive function occupies a high proportion. As an energy platform, the role of facilitation of private investment and building networks with various stakeholders is also lacking. Lack of autonomy in the operation of the Center led to passive implementation of entrusted business.
To improve performance of the energy center, it is necessary to redefine its function and role, to enhance its expertise and autonomy and to prioritize consulting for local governments, investment brokerage, program planning and discovery of leading examples. It is also desirable to strengthen the performance audit for the Center, reshuffle its organization and personnel according to the business priority, and establish a governance system.
The negative outcome of Center performance is attributed to the structural limitations of management by a short-term contract. Therefore, in order to overcome this, it is suggested to create the energy-dedicated organization inside Gyeonggi City Innovation Corporation as well as to establish the Gyeonggi-Do Energy Foundation in the short term, and to examine the feasibility of establishing it is suggested to create the energy-dedicated organization inside Gyeonggi City Innovation Corporation Energy Corporation in the mid to long term.
