Railway projects in Gyeonggi Province are on the rise, but there are many difficulties for individual city groups because there is no railway operation organization in Gyeonggi-Do. The purpose of this study is to find a short-term and long-term railway operation plan in Gyeonggi-Do.
As a short-term operation plan, we proposed a partnership agreement between Gyeonggi Province and its cities, negotiator team and operational cost support for railway operation. In order for Gyeonggi Province to actively intervene in the city railway project, the role of Gyeonggi Province should be clarified through the partnership agreement. In addition, a professional negotiator is needed to efficiently entrust railway operations to railway operators. In order for Gyeonggi Province to be involved in the operation of the city railway, it is necessary to support operating costs.
As a long-term operation plan, we proposed the establishment of local public corporation for railway operation. Through Gyeonggi Transportation Corporation, we will start operation of railway stations, and then expand our business to train operation. In 2022, Gyeonggi Transportation Corporation will start operation of Byeolnae Railway Stations and will operate Gimpo railway in 2025.
Gyeonggi-Do should decide the appropriate type in the process of establishing Gyeonggi Transportation Corporation"s establishment plan. Also, We need to prepare quickly for commissioning the Jinjeob and Byeolnae line to Seoul Metro.
