It is a strategic time to prepare for the future when the inter-Korean relationship is in the present lull phase. This study prepared an evaluation system for various inter-Korean exchange and cooperation projects hosted by local governments as the possibility of inter-Korean exchange and cooperation increased due to positive changes in the situation on the Korean Peninsula.
Considering the nature of the ongoing inter-Korean relations, this research project has developed the evaluation index for the projects.
The core goal of this study is to prepare an indicator system that can be applied consistently to the evaluation of inter-Korean exchange and cooperation projects. For that goal. this evaluation system reflects the internal characteristics of North Korea and the characteristics of inter-Korean relations instead of the general standard of the evaluation system. After developing the evaluation system on the inter-Korean exchange and cooperation projects, a pilot evaluation was conducted.
