The outdoor play environment has a critical role in child development. However, children are constantly exposed to risks of safety-related accidents because they are vulnerable and lack the ability to recognize and respond to dangerous situations. Therefore, the purpose of this study is to propose a safe environment plan for children's parks based on the environment planning factors of children’s parks in order to improve the safety of children. So this study deducted total of 29 safety environment planning elements from advanced studies, and executed questionnaire about importance targeting experts. The result of this study is as follows. First, for children's safety, the environmental plan of children’s parks should consider the planning principles such as ‘natural surveillance’, ‘maintenance’, ‘comfort’, and ‘accessibility’. Second, the safety of ‘play space’ and ‘facilities’ in children’s parks should be improved. This result coincides with the special purpose of a space called children’s park. Third, the safe environment planning factors needed to create a safe environment of children’s park are largely classified into six factors: ‘security facilities plan’, ‘resting facilities plan’, ‘information facilities plan’, ‘toilet plan’, ‘maintenance plan’, and ‘finishing plan’. Fourth, to create a safe environment for children's parks, top priority should be given to ‘resting facilities plan’ and ‘security facilities plan’.
