This study is aimed at suggesting details that would contribute to the spread of small community passive housing in the Cheongju area. The specific tasks were to investigate and analyze the housing needs of the local residents who wish to move to detached houses in Cheongju, to derive the direction of planning and design elements, and to suggest related policies for the spread of small community passive housing. Desk research was held to review prior researches, the current status of passive housing complexes and related regulations in Korea, the characteristics of Cheongju area. An online survey was conducted between 8 and 13 January, 2021 targeting ordinary people who had considered purchasing or building detached houses in Cheongju, finally collected 210 responses. According to the survey, the most frequent responses as a general part of housing needs were found to be thirties-pyeong two-story detached houses consisting of three rooms, two bathrooms, and L-DK, for a family of four in the area within 20 minutes from the city center. The most important item in housing planning was the environmental (thermal, indoor air, sunlight, and sound insulation) performance of houses. The acceptable increase in construction costs compared to general housing was about 20%, energy saving costs were approximately 30~40%, and the total construction budget was approximately 200~400 million.
