The Anglo-Japanese Alliance of 1902, which was to run for five years before being renewed, was primarily directed against the potential shared menace posed, it was believed, by France and Russia in the Far East. The alliance obligated either power to remain neutral if one or other found itself at war. However, should either power be obliged to fight a war against two or more powers, the other signatory was obliged to provide military aid. Alliance between Britain and Japan to protect their respective interests in China and Korea. Directed against Russian expansionism, the alliance helped Japan in the Russo-Japanese War by discouraging France from entering the war on the Russian side. Since The Anglo-Japanese Alliance on 1902, various policies for the Far East had been raised within the Russian government. Witte, who had been exercising he's influence over policy for the Far East at that time was the driving force in this movement. With Witte as the central figure, Russia's policy makes for the Far East put forward their opinions about policy of Korea's neutrality and policy of Manchuria as well as negotiation toward Japan under the rapidly changing the Far East situation. This discussion was carried on when new a foreign policy had been required under the rapidly changing world situation, such as the failuare of Russo-Japanese negotiations on the December 1901 and The Anglo-Japanese Alliance on 1902. At once, it was the dispute which had been raised right before policy of the new course line established based on switch of a hard-line policy for the Far East in Russian government.
