Housing development projects generate residents’ trips, which leads to the supply of transportation services to the region. Taxi service is the most suitable service in these area without additional investments and spatio-temporal constraints. They can be served within a taxi business zone which overlaps in administrative districts. This calls for solving difficulties in business operation to the zone. Several jurisdictions are breaking the difficulties down in the modification of the zone. The modified zone is limited to simply integrating or dividing administrative zones without assuming homogeneous travel patterns which trigger problems such as supply imbalance. This study proposed an approach to modify the taxi business zone that considers the homogeneity using mobile phone network data. Community detection technique was used to cluster homogeneous travel boundaries. The travel boundaries were clustered with four folds: 1) existing, 2) integrating, 3) separating, and 4) mixed. With the result, this study adjusted taxi business zones in Chungcheong metropolitan area. A total of 27 districts were found, and the existing type, the integrated, the separated, and the mixed types was 8, 9, 2, and 9 zones respectively. Note that traffic volumes change flexibly over time, this study also conducted a cluster analysis by time to determine which type of the taxi business zones can be adjusted variably. This study results in no meaningful result was found in the cluster analysis by time. It is our hope that the result can be used as a fundamental information when a new mobility as a service is introduced in near future.
