Purpose: This study aims to explore the evolution of Swedish development policies in conflict-affected fragile states. Originality: Existing research on conflict-affected fragile states has focused on comparing the current policies in fragile states of major donor countries, whereas little attention has been paid to a diachronic analysis on how the issues of conflict, security and peace have been incorporated into policies over time. Thus, it is significant that this study provides an analysis of development policies in conflict-affected fragile states within a historical context, with a focus on the case of Sweden who took measures to bring conflict issues into the domain of development policy as early as 1990s. Methodology: The study assessed policy documents published by the Government of Sweden and Swedish International Development Cooperation Agency (Sida) from the 1960s to 2010s, reports by international development organizations, and the wider academic literature analyzing Sweden’s development policies. Result: From conflict prevention to conflict sensitivity, the issue of conflict rose on the agenda in the Swedish debate on development cooperation and is now mainstreamed into Sweden’s development policy. The addition of gender as an important dimension in conflict-affected fragile states represents yet another shift. More recently, Swedish development cooperation has focused on an intersectional perspective in order to identify the different needs of vulnerable groups in conflict-affected fragile settings. Conclusions and Implication: Sweden’s development policies in conflict-affected fragile states are the result of decades of efforts and policy-making processes. This suggests that emulating or adopting the policies of donor countries, overlooking the contexts in which policies were initiated, may not be appropriate. Thus, it is important to focus more on the domestic context and the reason of the low level of understanding and interest in conflict-affected fragile states than the ‘urgency’ to come up with the policies.
