What is the significance of museums and art galleries being considered “cultural spaces” in Korea? From the government’s perspective, these institutions came to be seen as such after the policy concepts of “culture democratization” and “expansion of opportunities for the public to enjoy culture” took hold from the end of the 1980s. On the other hand, a global wave of neoliberal reforms was at its height in the 1980s, leading to a reduction in public spending on museums and art galleries. Meanwhile, they were also widely caught up in the marketization and commercialization trends that were at play among public institutions at the time, including their privatization and adoption of corporate management principles. Amid this backdrop, museums and galleries experienced significant changes in their makeup as a result of the government’s cultural enjoyment policy and cultural space stipulation. This paper seeks to examine the theoretical discussions on this issue and call attention to the tension and self-reflection that museums and art galleries inevitably experience amid such transitions.
