    This study aims at consumer-orientation analysis of the sectoral governmental policies and systems.
    According to Framework Act on Consumer, it provides with establishing basic provisions on consumer policy. Following Framework Act on Consumers, Korea Fair Trade Commission propels "consumer-orientation assessment program" to evaluate whether consumer interest have been reflected in each government policy since 2009.
    This research provides a criterion on which to decide whether each of the government"s consumer-related policies, systems and laws had some problems in terms of consumer welfare. Based on this criterion, the research also proposes reform and reaction for the problems to be improved in terms of comsumer welfare.
    Government is aiming for complete resolution of consumer problems, but in reality this is impossible. To reflect these realities, the purpose of consumer policy should be based on expanding consumer sovereign in the market, and ensuring substantial consumer rights. The research comprises two contents in the text and appendix:
    In the text, presented the criterion for consumer orientation, which is classified into seven categories and also provided specific patterns per criterion. Therefore, it provides an improvement project per criterion. Consequentially, according to four categories and corresponding specific 20 projects, presented problems and improvement mentioned above. This research analyzes consumer -related laws that can undermine consumer welfare, and then suggests specific 20 improvement projects.
    In the appendix, presented the criterion for consumer orientation, which is classified into seven categories-incomplete information, restrictive choice, difference with other customers, consumer involvement, consumer safety, fairness on redress, and privacy of appropriateness - and also provided specific pattern per criterion.
    Based on this research, we look forward to improve consumer policies and systems with government in charge from now on.
