The purpose of this study is aimed to examine for the way to solve the blind spot of employment service through reviewing the policy subjects of the employment of the disabled. The main research content include history of policy targets change, review of disability standards and status, overseas case studies, employment impacts of industrial accidents and diseases, etc. Case study countries are Germany, France, and Japan which implement the mandatory employment quota system for the disabled.
As a result, research shows that it is necessary to provide employment services for people with severe diseases and industrially injured workers. Finally, based on the results of this study, policy implications for resolving the blind spots of disabled employment policy were presented.
