    Video-on-Demand (VoD) service can be described as delivery of compressed and encoded video streams from VoD server to customers on-demand basis. One of the requirements for VoD service is fast response time to user's request. However, due to the limited resources of the VoD network, customers might renege or be required to have great patience. In this paper, a new channel allocation policy based on the popularity of program is proposed and the performance of the proposed scheme is evaluated through simulations. The basic idea behind our proposal is that more channels are to be allocated to more popular programs. The maximum waiting time can be determined by a system operator based on some parameters and a customer expected to wait over this limit is rejected as soon as his request is received. Customer's preference behavior is assumed to follow Zipf's law and the number of channels needed to each program is predicted based on this. According to the simulation results, the proposed scheme shows high call accept rate and the average waiting time is maintained below a half of the maximum waiting time.
