“New Administrative Capital Plan in Chungcheong Province" that was proposed by 16th presidential candidate Roh Moo-hyun as one of his election pledges in the end of election campaign is taking a shape with special law on it after his election.
But as great task in national level, this plan still bears wide range of criticism. The validity of the plan is the name of the game. Therefore, this study analyzed the validity regarding to the purpose of New Administrative Capital Plan.
The result of this analysis shows that the effectiveness of balanced development of country and reducing overpopulation of the present capital was not great enough as we have expected. Rather, a concern that the boundary of Capital city could be extended to Chungcheong Province was raised. And the writer had researched issues related to the sort of Capital transfer, convenience of New Administrative Capital, financial capacity of moving, national security, future unification of Korea and national competitiveness. Still the writer could barely find any validity in establishment of Chungcheong Province New Administrative Capital Plan. In the basis of these research findings, the writer suggests to push on strong decentralization of power and transfer universities in Seoul to other province as alternative plan of New Administrative Capital Plan.
