    This study aims to analyze the impacts of the regional development projects designated in the "Development Promotion Zones (DPZs)" onr underdeveloped regions. The purposes of this study are to propose policy-related implications to improve the regional development programs and to draw methodological implications by evaluating the impacts of regional development projects. The results show that the DPZ projects might not consistently reach to the intended policy goals: population and economic growth. It means that the decrease of regional population rate, the increase of local tax per person, and the ratio of manufacturing workers in DPZs are not generated consistently from all DPZs, compared with their control groups. The findings of this empirical analysis suggest that the DPZ projects have not brought about obvious policy impacts in terms of the rate of population fluctuation, the ratio of manufacturing workers, and the local tax per person.
