From 1607 to 1811, the Joseon Government would provide envoys(which were called Tongsinsa) with appropriate costume when they were dispatched to Japan, and after 1862 would routinely loan them money to prepare their own costume. The Joseon Government aimed to show off its cultural superiority and edify the Japanese through costume. Japan requested Joseon to have its envoys wear splendid costumes so that its ceremonial walks could be solemnly witnessed. Since the Joseon envoys thought that Japan had a custom that valued luxury and the Japanese actually showed great interest in their envoys’costume, they tried to wear new clothes splendidly. In addition, they had to prepare clothes for all four seasons, as it took them quite some time to complete their duties. This imposed an increased financial burden on the envoys, and as a result the Joseon royal court was led to implement a practical support policy. As for the assisted items, Sanguiwon provided Jeongsa(lead envoy) and Busa(deputy envoy) with the official costume worn by Dangsanggw an officers. Gongjo(Ministry of Public Works), Jeyonggam supplied clothes and Hwaja to Jongsagwan officers and a group of officials selected by the central government. Local governmental offices provided officials selected in provinces with costume supplies. As for financing, Hojo(Ministry of Public Procurement Service), Geumwiyoung, Eoyoungcheong and Byeongjo(Ministry of Defense) would lend 3000 nyang in silver coins to Sangsanggwan and Sanggwan officers, and had them repaid with Hoirye Silver Coin after envoys returned home. Appropriate governmental offices would lend money and Mok to deputy lead envoys selected by the central government, which they would have to repay.
