The aim of this study is to propose requirements of safety culture indicators development in domestic nuclear power plants after reviewing safety culture indicators operating in worldwide. So far, there were not safety culture indicators in domestic nuclear power plants. However, there is a common understanding that attitudes and cultural factors have an impact on safety performance. Therefore, safety culture indicators are necessary to achieve the safety of NPPs. Basic safety attributes for safety operation in NPPs are defined at first. Then safety culture indicators measuring these attributes are developed. Indicators measured are analyzed by synthetically concept and they are used in reasoning safety culture. Safety culture indicators are necessary because employees’ attitudes and cultural factors have an important impact on the safety performance. Therefore, design requirements for them were suggested. The safety culture indicators will be used in nuclear power plants and they will be applied for the purpose of enhancement than evaluation.
