This paper presents the case of the establishment process and the operating system of the central sports governance of Japan newly established on October 1, 2015. First, The Sports Agency reflected the ideals of the Basic Law of Sports and was positioned at a higher level than the previous level and was launched outside the Ministry of Education, Culture, Sports, Science and Technology. Second, The Sports Agency was established in a complex action which includes successful hosting of international events such as the 2019 Rugby World Cup, the 2020 Tokyo Olympics; the improvement of plural sports governance which has been pointed out before; the demand of sports-related legal and administrative maintenance in response to the change over time; a campaign to connect the Great East Japan Earthquake of 2011 to the Olympics and so on. Third, as an important policy task of ‘entering the sport’, Japan has systematically adjusted the institutional aspects of establishing the Sport Agency, such as the establishment of the Sports Basic Law and the establishment of the Sports Basic Plan, as well as internal and external research and review. Fourth, the basic direction and linkage system with related ministries that carry out sports promotion were improved and became active. This is to enhance efficiency and to create new and various synergy effects through coordination and cooperation among various ministries such as the Ministry of Health, the Ministry of National Transportation, and the Ministry of Economy, Trade and Industry.
