The minimum regulation zone has the same necessity and significance as the modern trend, but has not been activated yet. It can be seen that urban competitiveness is ultimately secured if it is activated with the minimum regulation zone system of location regulation through foreign precedent cases. In this context, this study analyzed the related regulations and systems to activate the minimum zone system of the regulation of the location, and examined the current status of domestic and foreign. The result is as follows. First, sustainability of the urban space to be created as a result of the system should be considered. Second, it is necessary to recommend and support the operation of a single system. Third, it is necessary to subdivide the type of operation of the zone. It is expected that if urban space is developed by improving the system to promote the activation of the minimum regulation zone and utilizing the characteristics of each region, it will be possible to enhance the city competitiveness globally beyond the quality of life of residents
