Specifying craftsman’s skill and the number of craftsmen in legislation from the state’s early days, Joseon Dynasty substantially expanded and actively implemented Governmental Craftsmen system. Governmental craftsmen were essential for management of state from ancient times. Craftsmen’s skill were necessary not only for national prosperity and military power but for protection of royal authority. It is because craftwork was very effective to supplement vulnerable authoritarian royal power and to consolidate their position as well. These aspects are also demonstrated with records that royal property was necessary to “correct damascene and exquisite articles,”
Criteria for royal craftwork were based on Theory of Rituals and control over craftsmen’s skills was the drive to run Governmental Craftsmen system. Skills of Governmental Craftsmen mobilized for national crafts activity were gathered at the system, divided and then controlled.
Governmental Craftsmen’s activities were strictly controlled regarding standard and skills through models and project supervisors. Existence of models, the sample of article to be produced, was an important tool to maintain form and quality along with project supervisor, the inspector on production site.
One of prominent characteristics in Governmental Craftsmen system is labor of division, which was critical to enhance proficiency of skills and quality of craftwork. It is well demonstrated in the case of ceramic master’s skills at Saongwon which was divided into more than twenty categories. In the fields that strongly require production efficiency such as arrow manufacture or construction of royal palace, craftsmen with different skills actively collaborated. It is because arrows had to be massproduced as they were important consumables and construction of royal palace had to be completed in a short period of time with a number of craftsmen engaged.
