    Balanced regional development is the value explicitly oriented in our Constitution and the direction of national development. The Constitution stipulates balanced regional development as a mandatory provision of the state. Balanced regional development is a task for survival that cannot be postponed any longer from the standpoint of local governments. This paper reviews the policy for balanced regional development so far and systematically proposes the enactment and amendment of laws and regulations.
    In this paper, the contents and limitations of the following policies, which were typically promoted based on individual laws, were reviewed. ① Regional special zone system, ② Promotion of local relocation of public institutions by establishing an innovative city, ③ Breaking away from the central axis of the metropolitan area through establishment of a special local government, ④ Supporting balanced regional development through operation of special accounting.
    The criteria for critical review and the direction of improvement should be policies that strengthen regional autonomy, expand opportunities in the region, and reflect regional characteristics.
    Based on “the search for balanced development based on regional autonomy”, the direction of recognizing the leading role of local governments, the support role of the central government and the establishment of mutual partnerships, and the direction of establishing a mutual partnership with the central government Institutional devices should be prepared so that they can be invested in local governments. Specifically, the 「Regional Special Zone Act」 should be amended in a way to strengthen local participation, the 「Special Act on Balanced Development」 should be amended in such a way that various local governments can apply the comprehensive subsidy and the planning contract. and the 「Local Autonomy Act」 should be amended to reduce the Minister"s intervention in special local governments and to make it possible to transfer state affairs to special local governments.
