In this study, factors influencing crime occurrence in four commercial districts in Seoul were analyzed. The implications are presented in this paper. A spatial GWR (Geography Weighted Regression model) was applied to analyze the factors affecting crime occurrence in the internal and external environments of the commercial districts. The analysis revealed that the factor with the greatest influence on the occurrence of crime in the commercial districts of Seoul was the number of stores in the hops and snack bar industries. The implications for the creation of safe markets and commercial districts in Seoul are summarized as follow. First, it is necessary to create a local community in a sustainable and safe commercial area within a residential radius. Second, measures to maintain order by stores and commercial districts are needed in order to respond to crimes caused by drinking in commercial districts. Third, convenience stores must be used as safe base spaces in commercial districts. Fourth, cooperation among local governments, merchant associations, and autonomous police must be established, and the role of each must be defined.
