This study assessed the risk of biogas generation and storage processes in underground sewage treatment plants to establish safety measures. Using Hazard and Operability (HAZOP) and Consequence Analysis (CA) techniques, the study identified two first-grade accident scenarios. In Scenario 1, a fire extinguisher leak was analyzed using Areal Location of Hazardous Atmospheres (ALOHA), predicting an explosion impact of 7 kPa overpressure up to 38 m. In Scenario 2, a biogas storage tank leak was evaluated using Phylogenetic Analysis with Space/Time Model (PHAST) program. Under worst-case conditions, an explosion in a confined space affected up to 100.1 m with 7 kPa overpressure, while a Jet fire caused 4 kW/m² radiant heat up to 28 m. Both scenarios confirmed that the apartment complex was not affected. However, biogas processes using over 0.9 MPa pressure require strict safety management due to a potential 100.1 m impact range. To mitigate risks, gas barrier walls should be installed, and evacuation routes marked in ecological parks. This study supports workplace risk assessment in process safety management (PSM) for biogas facilities and emergency response planning.
