This study analyzed the stakeholders’ perceptions about implementing the Rural Spatial Planning system introduced under the Rural Space Reorganization Act. A survey of 200 participants, including government officials, planners, and researchers, identified key rural issues such as population decline (64.0%), infrastructure deficiency (34.0%), and unplanned development (15.0%). In particular, 30.5% expected these problems to worsen. Improving settlement conditions (34.9%) and expanding public services (24.0%) were prioritized policy goals. The key strategies included systematic planning (38.4%) and facility clustering (24.7%). The stakeholders also emphasized the need for rural specialized zones, community-led planning, and capacity building (36.0%). Clear government guidelines (46.0%) and streamlined procedures were considered essential for enhancing the effectiveness of the Rural Agreement. The findings offer practical insights into stakeholder needs and can inform efficient and sustainable rural spatial planning moving forward.
