The central issue that Jeolla Governor Seo Yugu confronted during his tenure was a widespread breakdown of discipline (ki'gang) within the province. This erosion of order weakened the effectiveness of public authority and disrupted the enforcement of official directives. In response, Seo critically assessed local realities and reinforced the supervisory and punitive capacities of the provincial office, seeking to reconstruct the vertical order linking the central government, governor, magistrates, and local populations.
Seo also intervened in various administrative failures at the county level by reinterpreting existing regulations and disseminating effective practices from specific locales across the province. Through such efforts, the provincial government became a site not only of oversight but also of institutional design. The governor functioned as both an enforcer and a policymaker at the center of provincial administration. Moreover, in moments of conflict—between counties or between counties and military commands—Seo pursued negotiated resolutions grounded in precedent and local conditions rather than issuing unilateral judgments.
These practices demonstrate how the governor served as a central coordinator of competing powers, actively restructuring the local governance order. Seo’s case illustrates that late Chosŏn regional rule was not merely a system of top-down transmission from the center, but rather a field shaped by on-the-ground political practices and negotiations, with the governor as its mediating agent.
