This study examines Germany’s “Every Age Counts” demographic strategy as a comprehensive approach to addressing sub-replacement fertility and population aging. Through qualitative analysis of policy documents and demographic data, the study traces Germany’s shift from fragmented interventions to a coordinated, multi-stakeholder approach encompassing aging, fertility, labor force development, migration, and regional policies. It highlights how Germany evolved from historically sensitive population policies toward a co-productionist framework that emphasizes stakeholder engagement across government levels, civil society, and the private sector. This strategically coordinated approach coincides with Germany’s maintenance of moderate fertility rates while adapting to demographic change, in contrast to countries like South Korea that have experienced more precipitous fertility declines despite substantial investments. The analysis covers key implementation mechanisms, including multi-level governance structures, cross-sectoral working groups, and demographic strategy as a policy framework. The study concludes by identifying potential policy lessons for other countries, particularly South Korea, facing similar demographic challenges, suggesting that the shift from traditional, top-down population policies to inclusive, multi-stakeholder demographic strategies could facilitate more effective responses to complex demographic pressures.
