The purpose of this study is to analyze how public institutions' social responsibility (CSR) creates social value through public-private collaboration. To this end, the Busan Transportation Corporation was selected as an example and a Stakeholder-Strategy-Collaboration (S-S-C) analysis framework was applied. As a research method, a qualitative case study based on secondary data such as annual reports and media reports was conducted in parallel using a mixed-methods approach and a text-based publication network analysis of Internet news articles related to the Busan Transportation Corporation in 2016-2024. In particular, after collecting and pre-processing the title and text, changes in the structure of CSR discourse by period were analyzed through pre-based classification of the S-S-C concept.
As a result of the analysis, it was found that Busan Transportation Corporation's CSR activities have evolved into a strategic public responsibility model based on multilateral cooperation beyond simple social contribution. In 2016-2019, the discourse structure centered on operational stability and internal stakeholders was remarkable, but in 2020-2024, it expanded to a network structure centered on safety, crisis response, and institutionalized cooperation. In addition, it was confirmed that the stakeholder, strategy, and collaboration elements tend to be strengthened into an integrated structure that is interconnected rather than presented individually. This study has academic significance in that it analyzes CSR in public institutions from a structural and discourse perspective, and in practice, it suggests the importance of clarifying the stakeholder structure and establishing a strategic collaboration system when designing CSR in public institutions.
