초록·키워드
Purpose: This study aims to diagnose the current state of national property management within the military, particularly the army, and to propose strategies for improving management efficiency. It focuses on identifying structural limitations, such as the lack of systematic property registration and insufficient organizational capacity, and seeks to establish measures for securing necessary manpower, enhancing expertise, and increasing institutional interest in national property management. Method: This study conducts a preliminary (exploratory) analysis of the national property management system by reviewing institutional frameworks and operational practices. In addition, a survey was carried out targeting professional personnel responsible for national property management and commanders of user units to investigate their perceptions, operational conditions, and key challenges related to property management. Result: he results indicate that military state property management has traditionally been oriented toward securing facilities and land for operational purposes, rather than systematic asset management. Consequently, a significant number of facilities remain unregistered, limiting the ability to accurately assess property status and hindering effective management. Furthermore, the study identifies a lack of coordination among management organizations, insufficient manpower and expertise at lower-level units, and increasing external demands for the normalization of both public and private military-owned lands. These findings highlight the need for organizational restructuring, improved inter-agency coordination, and strengthened capacity in terms of personnel and professional training.
