Objectives: To identify public health and welfare services for linkage with South Korea’s MyHealthWay, a national personal health record platform, and examine the prioritization process and its policy implications. Methods: Candidate selection combined a departmental demand survey assessing propriety, economic feasibility, acceptability, resources, and legality with reviews of ministry subprograms. Two modified Delphi rounds involved 29 experts; the analytic hierarchy process determined criterion weights. Social network analysis examined shared information needs. Results: Twenty-nine of 42 programs responded (69.0%). Eleven of 27 candidates achieved weighted composite scores of at least 7 out of 9. These were, in order: Integrated medical and care support for older adults; National Health Screening Program; Public Health Information System (PHIS); Primary Care Chronic Disease Management; Medical support for medically underserved areas; Home Visiting Healthcare Services; National Integrated Bio Big Data Project; Long-Term Care Home Medical Center; AI-IoT based health care services for older adults; Public Health Center Mobile Health Care Service; and Visiting Health and Welfare Services. Priority programs shared information needs. Conclusion: Integrating program feasibility, expert assessment, and shared information needs informs linkage prioritization. Implementation planning should reflect program resources and operational conditions and consider phased expansion to programs with similar information needs.
