    The article puts the idea and vision of Productive Welfare in a historical and comparative perspective: A brief resume of the origins of the modem welfare state and its differentiation into institutionally different models or types of welfare state regimes in Western Europe. A presentation of main elements of the vision and programme for Productive Welfare in South Korea follows. Productive Welfare prescribes the government to playa more central, responsible and responsive, role in welfare provision. Policies implemented after the economic crisis of 1997 move the Korean welfare system a step closer to the so-called 'social-democratic' or Scandinavian type of welfare regime.
