Organizations in safety management systems is a key element for effective accident prevention. However, current safety organizations for construction projects in the Republic of Korea have some crucial limitations in respects of safety responsibilities among project stakeholders and roles and positions of safety professionals etc. To suggest effective model of safety organization for construction projects, this study conducted a comparative study on the safety organizations in major countries of which revealed much lower injury indices than those of our country. The major recommendations to enhance the effectiveness of current safety organizations are as follows; 1) rational sharing of safety responsibilities among project participants according to the magnitudes of influences and decision-making powers, 2) early engagement of safety professionals from the design stages of construction projects, 3) integration of safety tasks in individual construction projects, and 4) empowerment of safety professionals etc. These improvements could be implemented simply through the nomination of safety professionals not by general contractors but by project clients.
