This article deals with the institutionalizing process of citizen participatory budgeting system and its performance with special emphasis on the case of Bukgu of Gwangju Metropolitian City(District). The District institutionalized the system of PB through three stages. For the successful institutionalization, the District has overcome various internal and external barriers mainly through: the strong leadership of the mayor, establishment of the Citizen Participatory Budgeting Committee and its subcommittees as a key channel of budget deliberations, operation of budget schools and several workshops to develop the capacity of citizens, continuous training programs for civil servants to changes their attitudes and find a better way of working together with citizens, institutionalization of the initiative to guarantee its sustainability. There have been remarkable changes and benefits after the introductions of the PB in the District as follows: increased opportunity of citizens` participation in budget formulation period, increased transparency of local finance, contributing for the citizens` right to know, reducing factors of budget waste, higher degree of understanding the Office`s polices, higher degree of trust on the Office`s policies, etc.
