The purpose of this study is to propose a plan to create a healthy mobile environment and to use ICT based on the analysis of mobile users" perception of the mobile environment. It has been 10 years since smartphones were commercialized in earnest. Mobile ICT innovation has increased efficiency and convenience in everyday life as well as industry, but it has also caused problems due to rapid changes.
The results of questionnaire survey on mobile environment perception of 1,000 citizens in Gyeonggi province are as follows. First, people rely heavily on mobile devices. The younger the age, the more often they check smartphone and relied more on smart navigation. On the other hand the leisure time was less than in the past. Second, people were aware of the problems of using mobile devices. The communication has become more active in virtue of instant messenger or SNS, but people thought that contact between people and face-to-face conversation decreased. Generally, people thought their mobile dependence is not serious. However they rated others overuse mobile device and thought that strict control of use was necessary for adolescents. Third, the overall evaluation of the mobile environment was positive, but it contained various negative factors in detail. People in Gyeonggi-do responded that mobile devices have improved work, learning efficiency and enhanced the overall standard of lives. However, it caused physical and psychological discomfort, and reduced conversation and leisure time. 70% of survey respondents said their life was improved due to mobile ICT. On the other hand, 87% of respondents thought that people should reduce their mobile use. As such, positive and negative evaluation crossed. Although the use of technology is a matter of individual user, as a culture becomes generalized, policy intervention for correct settlement is not only legitimate but also necessary. Korea has the highest penetration rate of Internet access and mobile devices in the world, but it is necessary to establish a policy direction to build a sound mobile environment considering the burden of important communication charges, security, mobile dependency and addiction. In order to realize a human-centered society in which technology contributes to happiness, it is necessary to use it appropriately rather than indiscreet dependence. We must protect our privacy rather than share everything. We need to choose valuable information rather than collecting information indiscriminately. The communication that respects others is more important than the extension of the relationship.
